Is any job better than NO job?

Should an unemployed person accepts any job offer or should s/he wait for the right job that matches his/her experience and pay scale?

depends on person financial position , family assignments ,, etc BUT for me,,, proper job is always good,,, no matter if you are jobless

It all depends on the requirements of the candidates. If the candidate is on the verge of starting his career, than my advice is that he or she should opt to something which will enhance his or her career in the long run. A job in the begining of career should not be money focused  but focus on learning, getting experience, joining a popular brand, associating with premium organizations, working for something which you like & had planned for, etc.

Whereas for a person who has had his or her share of experience & now due to personal or family obligations is in a spot where he has to jump into the bandwagon fast, sacrificing his or her choices on job selection should do so because at least he or she will get that desired time frame to better his or her prospects.At the same time he or she will benefit from being on the workforce & eliminate the frustration of being jobless & will have a different view of approach.

I think the offer should be carefully considered, it does not assist either party if the employee leaves at the first opportuity to take up a more suitable position.

when you are fresh it is easier when you are experienced manager is difficult to accept irrelevant or far downgraded job

Yes, because being jobless will affect your attitudes and will lead you to being contented of doing nothing at all. Trying to accept any jobs for the mean time will increase your knowledge, skills and experience that might edge you from others no matter how small it is.

It depends on your situation.  If you are trying to make both ends meet, and where financial resource is an urgent call for you, getting any available job will suffice.  But this should only be temporary.  Once opportunity knocks, be sure to grab it.
