You will be needing an operating system for sure, apart from that, if you have actual physical network equipment, their IOS, drivers, browser are required and also if you need to test you network for implementation, you will definitely need a simulation like Cisco's Packet Tracer or GNS3 (recommended).

for an operating system to be able to communicate over network (or to be the active part of a network) it takes some protocols that allow the computer to communicate.

protocols may be application specific however, they all (mostly) go under TCP/IP protocols
