Who is a Best accountant? 1. A person who is a graduate with 5 years experiance, 2. A person who is a Chartered accountant but no experiance

My vote to Chartered Accountant, He is an educated and know more better about the entries, transaction, nature and effects.
However a man with5 years experience is good but never equal to a CA.
I have more than15 years of experience in many organization as Manager and Head, an ACCA qualified man still is my assistant he follows me , he does many mistakes ,he says that he learnt lot from me, but I feel myself that he is better than me I respect him and know that he will be in good position after some more experience.2 MBA finance with more than5 years experience also work with me but I prefer ACCA.

I believe ACCA are the most qualified. Accounting is all logical and after3-6 months of training and orientation an ACCA qualified member can do far better than any accountant. 

 

Also don't forget that ACCA or ACA have to undergo3 years of training so they cannot be considered as fresher.
