صلاحيات المحاسب العمومي محدودة في مراجعة اوامر الصرف وتدقيقها وعرضها على رئيس الحسابات او المدير المالي او كلاهما لاعتمادها ومن هنا يتم التوجيه بصرف المبلغ اما نقدا او شيك وعليه صلاحيات الآمر بالصرف اكبر من المحاسب العمومي ولانستطيع هنا الفصل بين الوظيفتين فهما مكملين لبعضهما من الناحية الرقابية
