The most preferred route by default for cisco routers is a directly connected link(interface) then static route.
It Depends on many factors
First one: whatever the route is directly connected or static, the most netmask matches will be prefered
Example:
If i hace10.10.10.0/24 directly connected, and i have10.10.10.10/32 is comming from dynamic protocol, then the traffic will go to the host from dynamic routing protocol not go to the host with direclty connected.
Second Thing: There is many table above routing table decide the routing decision like Policy Based Routing and VRF which are prefered on any routes on the routing tables.
Third thing: Decision based on Administrative distabce and metrics.
