Yes. Poor English does not mean incompetence. Language problem can be easily resolved, but his skills may be rarely found.

It's all about skills and target customer requirement. If one has selling skills, English and Soft skills can always be taught whenever required. If you find the guy to be capable enough, you can hire him.

A great skilled sales person with poor English skills, that is a great asset. Language can be learnt but the skill of true selling is limited to a few.
