The download speed depends on the used bandwifth and on radio conditions. For a5 Mhz and in perfect radio conditions the download capacity offered by a cell reaches30 Mbps.
In France, a magazine is performing studies on offered throughput by the4 operators and this based on measurments performed by LTE capable smartphones. The studies shows that between 22/04/2014 et le28/04/2014, the maxium offered DL throughput is19.034 (by Orange).

I saw a study sometime back that showed the average download speed of LTE to be around10-12 Mbps in major cities of the US.
