For any operating system (windows xp, vista,7,8,8.1) , to launch windows restore utility, :
1/ Windows +R (open run command)
2/ rstrui
3/ system restore tool will ba launched >> choose a date (if not mentionned , check the case "display other save points")
4/ validate the PArtition which will be restored and confirm

logon to the system with Admininstrator credentials, click on start -> all programs->accessories->system tools-> click on system restore
On the welcome screen of system restore click to select restore my computer to an earlier time and then click next
on the next page click on most recent system restore point in the on the list click a restore point and click next, on the confirmation page click on next and restart you computer and you have finished the system restore task.

Just to be presice, before you can use the Windows System Restore Utility, you need to make sure that the "System Protection" is Turned ON.
System Protection can be Turned ON from the following:
1. Goto System Properties [Right Click My Computer & Click Properties]
2. Click on System Protection [This needs Admin Rights]
Only if this is ON, you can use the Windows System Restore Utility.
Ideally, a Best Practice would be to "Turn ON" the "System Protection" once the Windows is Installed and "Manually Create a Restore Point" after the default Installation is complete.
As I am using windows xp I restart the computer in safe mode and when I get a pop up for yes or no I select no to launch system restore :)
1- if u r using win xp > right click my computer > properties > system restore >> then create restore piont >> then when u need it open start menu >> system restore >> choose the restore piont ten continue
2- if u use win7 or8 > right click my computer > properties > system protection > system restore >>>> continue as mentioned in (1-)
