1- It's ok because your work will speak for you and sales will keep flowing.2- To ensure consistency and effectiveness, you should keep the sales going.

The business will not necessarily going to be most leading company in the world if they stop to accept new employees..new employees give new ideas and talents to be more good asset in the company.

so you mean you have a bad sales managment cause the right sales managment allways seek for the best and allways put the terget more than the expected to motivated the team and make them work hard. and if the above was as a stratgy from the company so this is so bad they may make some compitition between the team such as ( the guys who will achieve10000$ plus his target will get2% insted of1%) and trust me that will increased the sales cause every salesman has his way.

it is a play of money..... 

a good owner could do the best for his business and his management team is his pathfinder....

throw money to a money to pluck more money..... SO a good management team with a good point of sale would prefer more alternatives always

This question itself has a broad methodology to tackle and wider scope to be handled. any business reaches to the point of the highest sales then the managers should find ways to maintain that level. however to keeping that level is much more difficult of reaching it. Thus management should work real harder to  flourish the business again by finding new methods of reaching to more customers and expand into new markets or even make new products and break into new businesses.
