Skills matrix as what others have said is to have a basis on what current talent resource a leader have and map it accordingly to that project for better efficiency and output. On software development, I've used it to have my members a better view on what their capabilities are then make sure that those skills in3 or6 mos have increments or progress...e.g. John Doe rated himself5 in responsive design1st quarter, then by2nd or3rd quarter John Doe should have an improvement, probably around8 being10 as an expert.
