Policy: the great overall objective of the organization (setting of policy by top management). Rules: the instruction of the work and discipline that assure accuracy and obedience. (Setting of rules by : admin and legal affairs). Procedure: the work flow and detailed technical steps to assure the right product done complied with the right specification in the right time. (Setting of procedure by: technical department head). All policies, rules and procedures should be reviewed and approved by top management before communicated to staff members to have the authorized implementation and powerful order-ship.

A procedure is a systamatic direction through which one can follow the things to do in a right path. Procedures are nothing but right paths. Any body will get fruitful result if he follows the prescribed procedure.

 

A policy is a decision taken by a Management concern to set forth some aims and objectives for growth and development of the company.  A policy is not changeable from time to time. It is a long run set of goal to derive the desired results. 

 

A rule is such that it is a doctrine to observe by one and all. Rules can be made from to time in consonance with the circumstances prevailing in the society and modern trends of business activities to suit to the needs of the people, employees, firms etc. Rules can be relaxed at times of need, depending upon the circumstances and situations prevailing.

Policies is an expanded version of Management Strategies.

Rules are  mandates to adhere to the plocies.

Procedures are guidelines or instructions to follow the rules in the organizational enviroment.
