I have seen it in voluntary retirement programs when the company gives its employees the option to take early tetirement and give them a financial compensation for that.
What happens is that the good people (who know they can get employed easily and quickly) will take the package and leave, while those "lousy" people will stay because they know it will not be easy for them to get a job elsewhere .
You end up with the wrong/low quality people and things will fire back !! It is like the person who likes to lose weight, does it the wrong way, ends up losing the muscles and keeping the fat, while it is supposed (in theory) to be the other way round !!
Yes its true that mediocre employees will stay and talented employee will leave if talented employees loose their motivation by:
1) Not continuously challenged to grow within the company;
2) Not properly compensated, recognized and/or rewarded;
3) Not lead with understanding, care and empathy;
4) Not given freedom to perform freely;
5) Loosing their respect for their bosses.

Yes, the "TALENTED" will leave if one is unable to compensate them acording to their potential and market standards.
There should be a designed culture praise and raise for the talent and a concrete incentive plan (both direct = money, and indirect = facilities).
Being head of a good size marketing & Sales team, i made a comprehensive incentive plan for my team in which the most talented (the most profitable & professional) gets the highest incentives (both direct and indirect) as well as a smooth career path with bright chances of growth.
* To avoid losing the talent, one has to compensate them better than the market standards.
TALENTED PERSON HAS MORE TO DISCOVER BECAUSE HE GOT BETTER CAPACITY TO MOVE, MEDICORE WILL STAY WHERE YOU KEEP HIM .

Partially correct, You can retain both provided you have enough work for them. One should know how to nurture talent and channalise them effectiely.
...If you don't value talent... If you don't encourage, motivate and boost the morale of the talented. If you don't value his/her ideas, suggestions and if you don't have a healthy conversation with him regularly. And last but not the least, If you are just happy with the current setup and have no interest in growing, developing and further improving your company.
