What is its function when you get the error message print job stuck in queue ?
I think it is a kind of service come with the printer.And each kind of printers have it is own services.
I think it's service comes with the printer, and the printer's memory size varies for different kind and quality

Let me Put it in simple term,printer spooler is a process /service that execute one by one till the last process.
Example,
When a printer receives one or more print command and it stored in a buffer,then it request to print pages one after other. like when we have100 print command/pages to be print ,then it print all the pages one by one till the last page print.
The Next part of the question is , its a software or hardware.
its a combination of both,printer drivers handles the software part and printer hardware handles the hardware part,because its store data from requested command temporary in the printer hardware, this process is call spooling(Buffering).
