Yes ... they're a part of our society and can't be ignored .. (regardless of how fast or efficient, this is HR part to engage them with something suitable)

No,everything from buildings and the whole place set up is not user friendly for them.It's a pathetic scenario.

No. It's a pity how people restrain such people and turn a blind eye to their needs. In the end, they are humans just as all of us.

If they have the skills and ability to complete the task, then yes.

One of my best employees was blind, but able to operate a computer with screen reading software. He was promoted to supervisor and increased the proficiency of the office. 

Special needs should not be an obstacle or feared, look at the skills and be creative in how to accommodate. Most special needs candidates are happy to help you find inexpensive accommodations for them and are some of the most loyal employees you will have. They will not change companies or leave yours, and will always appreciate your company for giving them a chance to prove they are worth something to society.

I don't think companies are willing to tolerate their level of performance to pay their debt to society by hiring special needs member of the socity unless their is lows to force them to do so

My previous employer at HMA Consulting, we  hired only special needs people for receptionist positions provided that they have skills and abilities. Some were so good at what they did that you couldn't tell they were special needs unless it was physically noticeable.
