In north India where the language is Hindi /Urdu/Punjabi the ad would be in any of the languages but in Peninsular India it would have to change to Dravidian language. ( North India has the Indo Aryan or Indo -European language groups which is not spoken in the south). Even the costumes may differ to some extent. In Calcutta for the ad to be effective has to remade or at least dubbed in Bengali the local language.
If the ethnic and cultural diffeences are not taken into acount the ad would not be that effective .
Yes B2C stream of business should take in notice the ethical & cultural differences among customers but actions should be taken as per the market trend, major portion of customers and most important the habitats & habits of customers.

This will be according to the nature of product you are doing marketing for,
1st If you are doing a B2C marketing campaign for a FMCG product you will neglect cultural & ethnic differences in every aspect of the plan except for advertising.
Ex: coca-cola will make same pricing, same packaging, same placing ...etc but they can use different advertising for different cultural & ethnic differences to make sure they are addressing all, also it will be smart move to do this kind of ethnic & cultural advertising in places where each group are known to live, as example in (X) place/ location Indians/asians...etc are known to be60% of total population then we will make specialized advertising to this segment.
2nd If you are working in specialized/niche/etc products/ services that don’t need to address the whole society you will face a slightly hard situation as you have to do specialized marketing plan for similar ethnic & cultural group
Ex1: Clothing industry, selling clothing for Muslim girls/women will be quite a challenge as you have to choose a product that best suits their religion & how they wear veil.
Ex2: In food/beverage industry, if i will make a restaurant i have to choose a kitchen, even if my taste & quality was perfect the kitchen i chose must not be liked by all groups so i will be forced to do my plan to attract my target group.
Ex3: As previous example in food & beverage muslim & jew groups dont eat pork so i have to either target them & dont serve these products or exclude them & serve these products.
Finally we must say that the question is very broad as the answer always lay in nature of the product & targeted customers versus nature of market & nationalities/ethnic groups/ cultures found in this country

It should to ensure a right product is developed for particular cultural and etnic group. You find what is accepted in one market is not accepted in another marketing.
