None, Ability, Intelligence and knowledge abt the job is most important to any employer than nationality and Degree. Many higly qualified employees fail to deliver what is expected from them.
1. A relevant degree from abroad (UK and/or US),2. Personality3.Nationality.
All the four points it's important to be there ... but the most in my opinion PERSONALITY open doors for many good oportunity in Personal life and Career

Basically there is a misunderstanding in the question. Traits are personal attributes : things like educational qualification , Nationality etc are not traits. Generally no two person has same triait, that is what Trait theory on leadership says. But, Yes there indeed a discrimination exists on the basis of Natinality and university when it comes to employment.

Very relevant question for GCC.. I think different employers have different preferences according to nature of job, position and their comfort level.... However apart from these preferences, person should have job knowledge and capability to perform duties... In my opinion nationality and abroad degree should not be a matter if person have other qualities and capabilities

4.A relevant degree from abroad (UK and/or US) it depends
preference varies across GCC and that further depends from industry to industry, position to position. For instance consider the case of Oman , say in constrcution sector for the position of PRO.
The order would be as follows:
1. Nationality
2. Degree (chances are better if the relevent degree is from UK or USA
3. Personality,
However the same preference may not be applicable for othere sector or position or country
Theoratically, i would agree to many out there pointing that skill and talent plays a very important part, so does education from premier institutes. Personality has a charm of its own, without it one is nothing.
Yet in practicality recruiters still prefer Nationality over any other factor, it a fact we have to agree on.
