You might have less privilege to change the IP address in TCP/IP stack. The reason for this might be that IP address assignment is driven by DHCP. The DHCP protocol automates the configuration of TCP/IP clients because IP addressing occurs through the central system. DHCP server can automatically assign IP addresses to DHCP clients, and with no manual intervention. IP addresses that are assigned via a DHCP server are regarded as dynamically assigned IP addresses. I believe this might be situation for you.

There are benefits for using DHCP in such environment. These benefits are listed below:

  • Because the DHCP ssigns IP addresses, it leads to less incorrect configurations of IP addresses.
  • Duplicated IP addresses are prevented.
  • Dynamic addressing also easily scales from small to large networking environments

If you have active directory environment then we can also authorize DHCP server in Actvie direcory environment.

if you are in domain enviroment Group Policy Object (GPO) may Prevent Users from Changing IP or proxy or anything else

you have to log in with administrator privilege and then you can change your ip

or else, you have to log in to windows server that manges your domain and disable this policy to specific computer
