What is the proceadure for plant commissioning?

Dear Sister, I have already asked from you to describe the type of plant for a better guidance.
Although, some general rules are as under:1.
First of all, study the plant process, equipments & its accessories details.2.
Specially, study the plant drawings especially ISO drawings.3.
Verify the all arrangements as per drawings.4.
Start from the accessories like air, water lines, chillers, compressors etc.5.
Check all accessories related to equipment.6.
Reconfirm allignment of equipments.
As before commissioning, you have to verify each & every thing.7.
Then you will come to the commissioning of equipments one by one.
But i will again intimate you that these are just basic things like peanut until we are not known about the plant type to be commissioned.
