It means off shore capability.  Normally bigger navy ships that travel the world.  Compared to coastal.  They can stay at sea longer with supplies ration and fuel.

We Conduct a Pirate Watch at the bridge and we follow the company policies when passing on the pirate areas

Blue Navy ? Royal Navy I served years in the Royal Navy this is the Britain`s Maritime force able to project power throughout the world.
